This character moderates all requests for requisition and movement of materials, both incoming and outgoing. All applications for bulk materials, supply orders, change of issue/type, cancellations, and any other transactions involving non-private assets. Materials moving into and out of the base must go thru this office to facilitate lawful observance of all civil, military, species, medical and diplomatic customs regulations.

The MO consolidates all transactions into SF and civilian reports for the Operations Officer to deliver in turn to the Starbase Commander. This individual also works in conjunction with his/her counterpart in the Marine forces.
